This definition is totally arbitrary and changes show to show based on appearance, but also stated age vs fantasy elements like accelerated of delayed aging, is the character even human etc.

One could say "does the character have either tits or hips" as a basic guideline. Chars like Shinobu, Megumin etc clearly have big birthing hips and aren't truly loli in appearance and don't really act like little kids either. On the other hand Kanna in maid dragon very much acts like a little kid and seems believably loli but also has gigantic hips for some reason.. so it is much more arbitrary at that point, same with Hotaru vs Komari in NNB whose bodies are easily flipped around for their ages (but are technically plausible for both). Few say Hotaru is a loli in the same sense as Kanna, in fact probably no one would think of them as one in the same. Kkmari is kind of a fake-loli and people call her that more as a joke, like Aoba and Nene in New Game even though those are 18+.

I think wide hips are fine. Even though logically it makes no sense for a little girl to have them, they don't make the girl look older by themselves. You don't look at Illya and see a 15 year old girl, just because she has a fat butt.
