at least for the manga, the anime has a definite decline until almost 300 eps into shippuden when one of the older directors retires and it improves rapidly afterwards
and even then the war arc's plot and pointless focus on kage's and foreign ninjas you don't care about goes nowhere, so the only noticeable improvements are in filler and novel adaptations

The hard work vs talent theme worked well with kakashi and gay. Kakashi was talented and smart, but his over-reliance on the sharingan made him a one trick pony and when he lost it he became even more useless than Sakura, according to Sasuke. Gay was a hardowrking retard who managed to worry an overpowered Madara for a bit, a feat not even Sasuke and Naruto could do before the Kaguya cop out happened.
