I'm from a place where male and female delinquecy were common among schoolers. Now it's changed though, police is working with minors to prevent criminal culture spreading, at least my little brother says so.
It had bad side - it's stupid, dangerous and morally bad coz of money extortions. And you could get beaten just for walking street another gang owns.
Good side - it create sense of belonging (to a gang), provide some kind of Street Honour Code (don't fight group vs one, don't fight without a reason, don't fight with weapons without weaponless, only fist vs fist, knife vs knife and etc.), teach you how to stand your own.
