Reason why you see anime characters do it more often than American shows is because different personalities. Anime characters are more often introverts. American shows(and by extent the entire American culture) are extrovert dominant.

I actually find it also happens in manga, but it happens in a way that doesn't really intervene with the flow of the story as much.
Monologues and conversations can be crammed into small panels with very little going on, so a lot of action or similar scenes look more natural than in their animated counterpart, where the action has to stop for the characters to talk at length.

Then you need some practice. I find that image training helps some. If you change your inner narrator's voice to a an orator you really admire that can be an excellent start.

Because Japanese people watch anime on TV.
If somebody just happens to come across an anime on TV, it could be the first time they're seeing it. Maybe they start watching in the middle of the episode.
Any subtleties and self-references would likely fly over their heads. It needs to be obvious so people can still enjoy what they're watching.
