From what I understood of the situation, sadpanda is the "doctor of the black alley market" so he knows full well that it's a necessary evil for carnivores to indulge.
His patients are the carnivores that fall out of line - the ones who show signs of murdering for meat or so much self loathing that they harm/kill themselves out of guilt for wanting to eat their friends.

Fuck I never expected to get this invested into this manga. I don't even know how to feel anymore. Legosi likes Haru, but Haru doesn't feel the same as Legosi. Juno is slightly overly attached to Legosi and I do ship them, but I feel like things won't go smoothly.

And you know someone will die, Louis has a gun and there's that student that killed the herbivore in the first chapter that's still on the loose. Who do you think the killer is btw?

At first I was all for Haru until Juno pinned down Louis. Juno's ambitions really made her into a more dynamic character. I really hope Legosi is just going through a phase where he has a crush on the first female who treated him like a male.

Still hoping Legosi realizes that he wants to/can be a Beastar.

Neither Louis nor Juno will be a Beastar given their hatred for carnivores/herbivores.

Legosi with his rabbit wife will be the true Beastar and he will unify the world.
