When the characters were represented at their peak, with the best characterization, depth and quality, Rei won. Most loved, critically acclaimed, most prominent Evangelion character. However, the otaku who liked Asuka more couldn't live with this, and Anno himself was one of those people.

So in the last twenty years or so Anno has been remodeling Evangelion, also Asuka and Rei, so that Asuka fans are more invigorated by continuous good Asuka portrayals and bad Rei portayals. This creates a false debate, it creates waifu war.
