Because Madoka was the first person to ever treat her well and see her as another human being; she also is her absolute opposite pole, so she quickly fell in love with Madoka, seeing her as her ideal savior. However, Homura also suffers from terrible anxiety and cannot deal with the unexpectability of a normal relationship, so her solution is to do all she can in order to own Madoka, although she doesn't quite see how sick this is.
