Just about everything has either not focused on the combat aspect or focused on the insurgency where there isn't another national military to fight against, just random assholes in ambush. But having INT is like having any stat spread you want, since there's generally body-enhancement with magic which makes them both quick and strong, where-as pure STR is for some reason slow as molasses and AGI is as fragile as a paper crane.

INT gives you the best of both worlds.

Now obviously some series balance them out a bit, but generally magic is super overpowered even with allowing ridiculously high physical attribute caps.

But really, it's several factors. budget, a setting that is not realistic in the first place, and charcter design being more important than realistic design even in realistic settings.
And storytelling conventions often trump realism too. If you got a combat butler he'll be an old elegant guy or a bishi and still pull off world-class martial arts. If you got chicks in military or police uniforms then they can still floor about everyone no matter how they look. Wear plate armor and you'll be immune to arrows, even without helmet.
Very few action shows aim to be realistic.
