I think its a mixed opinion thing depending on whether you enjoy obvious character development or not. Toradora had no obvious romance dynamic or sexual tension between Taiga and Ryuuji in the first two thirds of the show, until she suddenly confesses to him in the skiing episode. Had she not confessed, the show would have continued in a standard slice of life format.

It is the greatest love story ever told for a reason. It its by no means perfect, but it is just so much better than the typical romance anime.

All the characters get some development, and very few other series can show group dynamics as good as Toradora. The main group of friend behaves very naturally and even background characters like the long haired dude that was always a bit dumb get some love .

It is a pity that the show was too short and didn't have enough time to properly explore more characters. In particular, Minorin's story seems to be very dark, as she is hiding a lot of shit behind her genki girl visage, but we never get to see what really is there.

? Flaws and hardships are inherent to any good romance, you can't present an interesting story without struggle and suffering and development that comes from dealing with it. Like, Ore no Monogotari was good and sweet and made people all fuzzy inside but it was not an interesting story per se. A good show but definitely not a good romance (though it had it's moments, of course).

While I liked Kimi ni Todoke a lot, it's one of my favorites even, it's quite weird and niche, the main (and some secondary) characters are pretty retarded. Toradora doesn't have that cringyness, and it's still every bit as entertaining and melodramatic. also, Toradora's kiss scene is 10/10.
