The main issue is that she believes serious development hurts humor, so in series like UY, Ranma and Rinne none of the relationships ever actually progress.

Maison Ikkoku, which was more serious and grounded does have developed relationships, although it's still fairly slow with many misunderstandings to keep things in place for a while.
