Like the previous One-Eyed King before him, he is hinted to be suffering from a degree of accelerated aging due to his hybrid nature. The deterioration of his vision was showcased as early as chapter 36 of :re. In chapter 68, we see that his vision is blackening and narrowing like a tunnel (just like Arima's POV we see in ch 31) along with throbbing pains in his head. He even mentions "Not at a time like this", strongly suggesting this is frequent for him. In chapter 117 when he is sitting at his desk, we can see that he is suffering from intense dizziness which accompanies glaucoma. And in the latest chapter, we get more info on why his arms are they way they are: they do not regenerate properly like they used to. Just because his legs can regenerate fine does not discount the fact that his upper body is not. Kaneki is slowly dying. Ishida cannot make this anymore clear if you actually pay attention.

That was my theory as well until Kaneki confirmed it was due to his inability to heal properly. I prefer your (and my previous) theory to the newer information provided by Kaneki, but it is the closest we have to a "canon" answer to his mutated limbs.

Kaneki dying after accomplishing his goals wouldn't be an actual tragedy, unlike what the Anteiku Raid was originally presented to be. Bittersweet? Yes. Tragedy, definitely not. :re is a "Legend" or "Epic." This was stated just before :re's official announcement. This directly coincides with the tone of King Bileygr.

Too bad most legends are posthumous, though.
