Implementing those is actually surprisingly difficult, though. If you want a robot to not be able to harm humans, it must value human life and health above all else, including its reason for existence. A maid robot, for example, would have a desire for a clean house, but with this safeguard in, it wouldn't do anything if you switch it on, because simply moving around in order to clean would increase the chances of harming a human, and not harming humans trumps all. So in order for it to do anything at all, it needs some notion acceptable risk or confidence, but those are rather fuzzy concepts that not even humans get right all the time.
Then there's the can of worms of its changing itself to be more successful at fulfilling its goal. It would be in the robot's interest to change its reward system so that it values a clean house above all else and depending how it came to the conclusion that this is a good idea, it may not recognise this as being in conflict with its desire to value human life. You could try to prevent it from changing itself by, say, making use of its access port by a non-human an absolute taboo, but if there's a bug in the software somewhere that would allow for code injection through other means, all bets are off.
