A lot of major events in history are time-locks. The creation of America, the fall of Rome, the fall of Camelot, Babylonia, etc

Each dimension has a limit for the amount of energy it can produce, so there's a limit on the amount of world-lines that are allowed to be created. The time-locks puts a limit on the time-lines in play at the same time. There is still nearly infinite time-lines in the sense that there's more than you could ever verify or go through even if you spent a thousand years, but its not actually infinite.

All the world-lines have to work on the same basic principles, certain events are destined to unfold no matter what. Everything else can be wildly different, but those events still happen.

The CCC offshoots are their own personalities to a point, but it's misleading to say that they have nothing to do with Sakura, because they were made with a lot of her characteristics in mind.
