2013 is a much better year to be honest.

Non Non Biyori, Uchouten Kazoku, Monogatari Second Season and LWA blow the fuck out of most of that list, except Gurren Lagann and Dennou Coil which are pretty much on par. Rebellion itself is better than all of them though, which alone easily makes 2013 the best year of this decade. And best year of 00s is not even 2007 but 2006, if only for Aria the Natural.

To add to this, it doesn't really matter much how many "good" or even "great" shows are in a year but whether a true masterpiece is released at all or not.

These masterpieces redeem every other garbage every decade inevitably produces in abundance. Madoka+Rebellion redeemed 2010s. Aria redeemed 00s. Eva+EoE redeemed the 90s. Akage no Anne and arguably 0079 redeemed the 70s. 80s still remain an era of shit despite how many great shows were released in that time since there was not a single true masterpiece.

To add even further to this, I would say Evangelion is so exalted and stands so much higher compared to the other masterpieces, it redeemed the entire Japanese animation history so far and not merely its decade. Truly, if it weren't for Anno's heartfelt work of pure sincerity Japanese animation would feel more incomplete, flawed and even hollow.
