This is just an extra notes page that was packaged with the last volume I believe. The mangaka had these small notes in each volume that was released.

From what I can tell it was not canceled but simply that the mangaka decided to move on to other projects. Everything is pretty episodic, yet the last chapter had a nice, bring-back-everyone kind of deal that was actually pretty cool.

One of my favorite manga, but the ending was disappointingly weak, though there's not a lot that could have been done to end this kind of series. The author needs to fucking make more Phase 20 though. Also, the VAs they used for the drama CD were fucking perfect. Koshimizu as Fran was pure gold.

That depends most heavily on how the well being of the patient factors into your assessment. Black Jack acts like he doesn't give a fuck (and in many ways he doesn't because he's a beast like that) but ultimately cares more for the patient than anything. Fran acts like she cares about the patient's best interests but it's painfully obvious from the way she conducts her business she really just cares about herself and all the fun she gets to have performing all kinds of different mad scientist things entirely at the expense of everyone else.

tl;dr, Jack acts like an asshole but is really a super cool guy. Fran acts like a super cool chick but is really a cunt.

And you know, that would be all well and good if she actually stuck to her fucking code that she pretends to hold in such a high degree of reverence, but she arbitrarily bends, modifies, or outright breaks it whenever she sees fit just like she does everything else. She stitched together a bunch of mangled bodies just to prove a point to Veronica while coercing her into servitude, using the "I'LL NEVER LET PEOPLE DIE FOR ANY REASON, DEATH IS BADDEST THING EVER" shtick, then not too long afterwards she slaughters countless sentient clones while rationalizing it as "I have a super good reason so it doesn't count this time. Also clones aren't people so you're wrong I'm right lalalala I can't hear you". Not to mention she was stupid enough to submit her image for free use to a pornographic guro production company without asking any questions or looking into the fine print, and was so butthurt by the result she basically arranged to have the director murdered even though he technically didn't do a single thing to her. But she did it in a very indirect way involving SCIENCE so that doesn't count either apparently. And that's just two examples of many.

If we get down to brass tacks, this isn't an issue of differences in ethical views at all when you consider she holds her "life is sacred" philosophy in such loose hands she can swing it like a hammer to inflict maximum suffering on someone she doesn't like, or just outright drop it entirely if it becomes too cumbersome, it's a double edged sword and she refuses to be cut by it like a child who wants to play a game but wants to be the only one who doesn't have to follow the rules, and no one at all can ever call her out on it in any way or she'll turn them into a foot and pretend she's the martyr yet again.
She's petty, childish, spiteful, hypocritical, inconsiderate, and the worst part is she tries to pretend she isn't. I've read this more than once you know, I've been onto her shit for a while now.
