I'm pretty sure that's exactly what I rated it in MAL. One of the biggest contrasts between how much I enjoyed a show and how good I thought it actually was: really dumb, with poorly-constructed characters and story, comedy not particularly good either, though I found it worked for me even if I couldn't say the punchlines, use of irony, etc were particularly well set up.

I did really enjoy the show though.

KyoAni makes some awful shows alongside some really excellent ones though. It's all about the quality of execution for the elements most important to any particular work for me, not necessarily just if it's well animated or whatever.

I do think all Ghibli movies are at least average, and most are really good, but that's due to storytelling, not just visual polish.

NOBODY gives a shit about Lala (in show). Not even Yume. Because she's still just the best.

I really think you're projecting your own feelings and opinions onto the characters. "Lala suffering and ass-licking" is simply not the narrative the show is telling. She, Mirei and Sophie have all had their moments in the sun, but because it's a challenge Lala's dealing with, she can't breeze through it all every episode. Everyone creams their jeans when Lala performs, too: there's just an entrenched anti-PriPara vibe or apathy in this weird town and there's no one-show fix.

It's really not a timesink if you know what you're doing, and if you can control your collection urge, and control yourself and understand getting the absolute best stuff is useless as it'll get outclassed soon, and that some things slightly inferior are easier to get and thus always striving to be on top isn't worth the trouble.
There's a lot of playable skill involved too and teamwork which if you're good at both greatly reduces needing absolute best equips.
And even then it's not real "player skill", as long as you have good training regime or the good input device IRL according to your playstyle, most people can become good at playing by watching the good videos and following the good advice. Real play skill does make a difference though.
And it's not real teamwork either, but rather communication. Some quests just need you to not be shy and say what you're doing to others to succeed.

All of the above is why some japanese communities like 2ch would make their always pass protected parties so everyone who gets in knows how to play and the basics meta strategies when farming a specific boss or a specific quest:where to go in the map to spawn this or that, where not to go, etc.
A lot of these are known by the general populace too, but good luck finding anyone to play with you at any time who knows these things too. And even then you'd have to worry about other people in the party who may screw up. The best is to be in a guild but a lot take the game seriously and will kick if you don't play with them everyday, so in the end it can be a timesink.

All this aside, overall the game isn't worth it and I wouldn't recommend it. Even if you have someone wiling to spend 6hours with you explaining things, so you won't spend a great amount of time learning what's obsolete and what isn't, as a newbie who doesn't know his way can spend dozens of hours farming one thing which actually isn't worth it.

Reminder that the M4 were literally a last second addition because Stars staff "thought it would be cool to add something like that" and that's the reason the M4 doesn't have a real uniform until so late and why the supposed male division is practically non-existant and why half of the M4 are literally whos.
