I think that is only true to a certain degree. But I don't think that having sex the way they do is not credible. Both Kaneki and Touka are Ghouls in a sense and accept that, but Kaneki clings to his human side which is sometimes part of his inner struggles and is also what makes him go in circles as you said. As we have seen Touka tried to live as a human in human society, going to school and having relationships with humans. They don't embrace their ghoulish nature like Tsukiyama or Rize, so i can see why Ishida chose not to reflect it in the sex scenes but depict them in a more human way. Also i believe this chapter was more about kaneki coming out of his isolation and opening up to someone after being depraved of physical affection for such a long time (thus the butterfly/reverse 19), then just the sexual healing. So doing that would kind of feel out of place for me since it would make people focus more on the actual sex. He probably didn't want to pander people's fetishes too.
