It's not a question of who won the fight or what's on the judge's scorecard. It's a question of who is stronger. Preparing for months on end like batman while your opponent is just chilling only answers a very contrived question nobody cares about (who is stronger if one opponent prepared for months on end while his opponent is just chilling)

This whole series is filled we with people that have planned on how to take Down their opponent and set the best stage for their victory. Real fights are like that too. Hisoka chose not to prepare contingencies, chrollo did. Who is stronger is irrelevant because victory doesn't go to the strongest by default.
I don't know what idiot universe you live but the last time I checked this is a manga, a fictional work with real life people (who don't live inside the manga) reading it. You know, people who don't care what the outcome of the fight is or who got disqualified based on a technicality. Chrollo winning or losing is a fucking number on a scoresheet. Nobody cares about that.
If Hisoka was actually any good he'd have given Chrollo a much tougher time by inflicting much more damage on Chrollo. At least then one could say "Chrollo had to prepare this much and he still struggled to beat Hisoka, Chrollo is weak".
But given how badly Hisoka was stomped, it's pretty obvious Chrollo is the stronger and smarter one here.

So, all of this discussion isn't about who's stronger or weaker, it's about the fight being fair or not, so stop pretending the match isn't important
Stealing the abilities is hard as fuck, he had to get the Sun and Moon seals while on the run from Hisoka. Chrollo isn't that powerful, he had to really think of a combo to beat Hisoka. I agree that being able to borrow his partners' abilities it's kinda OP, but Hisoka knows their abilities so there's no surprises there.
The fight being fair or not depends on the perspective.
For Hisoka, it was his 1-on-1, so as soon as he realised he didn't get that, he went for revenge.
Chrollo never gave a fuck about a 1-on-1, his whole plan was about just getting Hisoka killed, through whatever means, even if he had to get help from other members of the Troupe.
Pretty sure the only reason Chrollo chose that combo was to beat Hisoka STYLISHLY. There's no reason to assume that was the only way to beat Hisoka.

Other members of the Troupe got involved during the fight, which is precisely why Hisoka couldn't quite get the hang of the abilities at play during the fight, even if he had the right idea.

Can we stop pretending that even Hisoka didn't acknowledge that this was a 1v1? Chrollo had the time to set up the perfect suite of abilities and the right stage to outplay Hisoka.
While I'm not completely sure, when Machi tells him to pick his battles he has a thought that will definitely need more elaboration. But it seems like it clicks in his head that he needs to whittle down the number of people supporting Chrollo so that he can get a fight on more even terrain. No doubt while Chrollo was on the run he had the spiders helping him acquire resources, as well as the obvious, he uses their abilities as well.

The entire theory is countered by the fact that the fight is fully explained already. Hisoka clearly states the needle is black voice, this is corroborated by the fact that Chrollo tells Shalnark he lost both his needles. There is no discrepancy in the first place to warrant a conspiracy.

To be fair Hisoka could have killed her easily. He even told her to warn the Troupe. I don't think it's wise to read too much into this, just chalk it up to Hisoka being whimsical

The "stronger " part comes from the amount of resolve behind the nen which allows it toremains even after the user has died. Just like the Meteor City Elder and his Sun and Moon ability. That's all
Hisoka himself is no more stronger than he was before he died. Hell, he might be weaker because he himself said that he can't do precise nen control with lost limbs.
There is a perfectly good fanfiction that Hisocucks made for that panel, that fits their "muh gorillion vs 1" headcanon. Apparently Machi's words reminded him of words Chrollo said during the match, where he talked about fighting as a part of a team.
