The issue with this is that Ayato had no association with Kaneki prior to their break-in. Ayato had no idea who was opening the isolation cells when they all first entered. It would have been different if everything was coordinated, but it is all one massive coincidence.

Ayato had a plan of sorts, it was a stupid plan though and the Warden called him out on it- when he told his staff to ignore Ayato and focus on what Kaneki was doing.

Their plan was essentially:
-Use keycard to break into Cochlea when Arima left
-Find Hinami (???)
-Exit via the drainage channel at the bottom

They had an entering and exit strategy, but Ayato was too fucking dumb to realize his keycard access only gives him access so long as its permissions weren't revoked. Which the Warden almost immediately did. Not to mention he and the other Ghouls also didn't have anything close to approaching a cogent plan on how to find Hinami.

But that's why Kaneki is the brains of the outfit and they aren't.
