I wholeheartedly agree with you,also the animation in the mid-late 80s in anime and OVAs actually got to a point where movements like in the above got to be very fluid in movement,i do almost wonder if it was accomplished with a form of rotoscoping...

They had a gorrilion dollar budget because japan was wealthy back then. That is why there were so many OVAs back then.
Make Cel Animation Great Again
They can still do cel animation or emulate it in digital. They tried with karabini that shitty train show and it looked pretty good. It is still more expensive to do that as compared to usual digital animation.
