I think you're confusing the term control w/ the term use. For example, Tokoyami can use Dark Shadow at anytime; although, Dark Shadow's strength would be determined by brightness or lack thereof. In moderate lighting, Dark Shadow is easy to control but it would be not as strong in the dark; however, it becomes too strong that it can't be controlled so Tokoyami doesn't use Dark Shadow that much in dark places.
Likewise, Deku could use his quirk, but he doesn't have the capacity to fully control it to its potential.

Ochako being the traitor is an interesting possibility that even makes some sense (in it for the money, didn't have much of a drive before finding her ideal hero figure in Deku, poor in great part because of the hero society her family lives in), and being so close to Deku and friendly to everyone the reveal would be a heavy hit for him and the class as a whole too. But you also risk making her one of the most hated heroines in Jump's history.
