Why does this chapter not feel as tense as the AFO chapters?

When AFO appeared, despite this being shounen, it felt like a real sense of danger. Here we have a warrant sweep with dozens of villains and heroes and police but there doesnt seem to be that real sense of imminent threat that something like this should have. Maybe it's just me.

I'd say because Overhaul has no presence among the other villains of the series. He's just a guy, slightly psychotic, but not to Shigaraki's level. He's kinda planning and ruthless, but not a true mastermind like AfO. He may possibly have some agenda, but not on the level of Stain's conviction. And he's dangerous in a fight, but not in a flashy way like Muscular. He's a little bit of everything, but on a whole, a lot of nothing.

The population probably isn't diminishing in their Japan, not if there was a rash of forced marriages for Quirk breeding just a generation ago from our class's time. Besides, Japan is isolated enough that AfO wouldn't really have to worry himself much about outside interference or invasion before consolidating his hold, but All Might wrecked that plan before it really came to fruition. Since we know AfO has been around since the 1st generation Quirks, maybe he saw Japan as being a petri dish for his ideas, where if he could get them to work there then afterwards he could start to expand past Japan's territory and impose his ways on the rest of the world a piece at a time. Also, you have to bear in mind the passage of time: Quirk users are super common now, but when AfO was first on the scene they can't have been in great number yet. He probably had his heyday sometime between the 3rd and 7th OfA wielders, when Quirk population exploded and he could disappear people with greater ease and have access to a smorgasbord of possible acquisitions.

I have a theory that the traitor is nobody.
It was just loose speculation when it was originally talked about, and we haven't had any clear foreshadowing or other mentions of it since. I am very skeptical that it's the case, especially since the evidence for these 'traitor' theories are all based on information--and we've seen quirks like Nighteye can even do things like see the future.

My money is on all of this being according to All For One's keikaku, and that his quirk collection includes some kind of future-seeing, mind reading stuff that enables his being the one behind all the villains' info.

if you remember in the sports festival, shinso calls ojiro "a monkey". Now, why would this be? Well, if you remember earlier in the series, shinso actually took control of ojiro in the sports festival, which ties in with the theory of shinso being able to see "the true self" of whoever he controls.
Now, here's the reason: ojiro actually is in the same boat as nedzu - an animal that received a quirk to become more human-like. But what is this quirk? We don't actually know yet, and thus, ojiro is the traitor
