What Crowley did was turn an ordinary person into a superhero by preparing tragedies for him to resolve. But if Crowley never did anything to begin with, Touma would have stayed normal. You can claim that Touma was the reason for those tragedies occurred, but the one who always pulled the trigger was Aleister. The one who machinated everything was Aleister. The one who orchestrated the deaths of 10,000 clones was Aleister. He could have chosen not to do any of those things, but that's not what happened. Aleister had the choices, Aleister had the plans, Aleister pulled the trigger.
