It's common, but most don't really enforce it unless you're out late. The uniform is a dead giveaway.
The bigger issue is that a log of entertainment spots don't allow students or kids under the age of 16 in on schooldays. WcDonald's or the library are about your only good options for hanging out immediately after school to study.

Thats only during the day, unless Tokyo is a unique case. I saw seifuku kids constantly pretty much everywhere in the evening including game centers but it was after school was out.

I remember when our Minister of Education once decided it's a great idea to force all kids into uniforms. As a result, most schools just half-assed some cheap sweater vests to wear over your normal clothes. No one gave much shit about it, neither students nor schools, parents weren't too happy about new expenses, and uniforms, instead of making brats behave, which some crazy people though would happen, became the new way to show off your nonconformity.
Unsurprisingly, next year uniforms were already gone.

If you don't have uniforms at all then nobody knows what school you're from, making the whole thing a non-issue.

And while they don't have uniforms, there is still a dress code to prevent students from dressing crazy or indecent. No hats, no clothing with foul language, drugs, or nudity, no super short skirts or extra low tops, etc. The school can and will send you home to change or make you wear your gymn clothes if they feel that you're openly breaking the dress code.

Wtf is this nazi shit. Can't believe my public school was actually fucking awesome. The occasional shooting was an issue but as long as groups didn't go for turf wars too often it was alright.
