No, the show made it out that way. Hell, the first episode they added more onto that shit with the rod being in the woods and whatnot.
Whenever it does "cute witches doing silly witch things" it does it poorly, and even worse is that it pulls away from the plot which is more interesting than everyone being turned into moss people. For reference, back when Kill la Kill was airing, episode 4 was very poorly received outside of the Pulp Fiction cameo because it was the only episode that never mattered, never did much, and was boring. Little Witch Academia (the show) is KlK Episode 4: The Season.
