You can't seriously assert that it isn't an art form without denying the existence of art itself.

Cowboy Bebop is a perfectly competent series that checks all the right boxes of classic cinematography, story structure, and character development. In these respects it wasn't particularly innovative, but performed these roles very well and thus became compelling to most people nonetheless.

As an analogy, Your Name is an almost completely non-innovative / derivative work, yet many people like it. Humans tend to like the same thing over and over again with little overall change. It's why the majority of popular music is confined to a minority of particular chord progressions, or to put it another way, the 80/20 rule.

Speaking of music, I think that if there's one facet where Cowboy Bebop pushed the medium, it was its strong emphasis on music as a first-class, necessary part of the experience.
