My impression is that he had a great passion for Teppu. There is ton of thought put into the manga and he had a plan for how it would go from the very start, he improved his artwork quite a lot (which could've very well been for Teppu, you should also look at the volume releases as they have quite a lot of changes compared to the magazine releases) and it was most likely very personal to him. He's tall just like Natsuo, they share the same blood type A, he mentions during an interview that Teppu is his “revenge” against B-types (which he seems to say with both self-awareness of it sounding kind of like a joke but also having truth to it), he says his biggest worry is that he won’t be able to continue drawing it and there’s tons of references which could very well be him also trying to also connect to the reader on some level by exposing his past/current interests, one time in one of the comments in a chapter he mentions how he used to go to a friend’s house to play games when he was young.
As for delays, the only one I know of is the hiatus which was 1.5 years. Where there any other delays than this one?

I find the OVA a bit bland. It was basically coloured stills from the manga. That was mostly to be expect from BLAME!, but the manga didnt feel that slow. The soundtrack was great though. I definitely believe it can be topped, but I don't think the movie will succeed. I absolutely do not want heavy focus on the planters, and judging by the promo material that's where we are headed.

I forgot to mention, according to this website ( suruga-ya.jp/search?category=&search_word=&cookie=true&inStock=On&restrict[]=person_id(int)=329815 ) it seems the author made a doujinshi (which was released 6th of October, 2002) which looks kind of like the prototype/one-shot to Teppu (which started 7th of November, 2008). From top-to-bottom, they look like Natsuo, Yuzuko and Sanae.

I read it somewhere that the OVA was made on an order just for a trial to see if the audience likes it and if it is worth to make a full-length series out of the manga, but then Nihei got it cancelled, because he didnt like it and thought it couln't be adapted to an anime.
I guess we wont ever know the truth, but I always think of it as something quickly thrown togethger without any real effort. Compared to this it is pretty damn good, and one of the most atmospheric anime I have ever seen. I dont think the same can be done with any knind of CGI, it just seems impossible to me.

Story-wise, anything that adds to the manga is welcome. Sure, there are more interesting volumes in the manga, but this is the last chance we get someing Blame! related so welp.
