The first episodes were great.
If it wasn't popular I doubt it would have gotten as many episodes as it did. So i doubt they lacked that much of a budget.

Apparently the ratings were awful. The skating episodes very obviously belong to the first season, but the show was cancelled and then brought back a few months later for some reason with a less talented team. And it shows.
