Basically the teleporters are going to be SS class especially if the other characters in the game have no escape they can make use of.

The only way I can see them making this game fair is if they just disguise all the "teleport" abilities and make them normal ranged attacks.

Imagine breaker playing the Naruto fighting game if you've ever played that before and not being able to blink/teleport at all while your enemy can play like normal.

I think you misunderstand how these type of games are played, the best you're gonna get is a special dash like nightcrawler has in x-men legends, you'll go farther than everyone else and get more frames.
The point of that gif isn't to talk about her actual teleportation, its to talk about her being vulnerable when attacking, and as for her damage? She will probably have less damage than a good number of characters(more likely less than Kanzaki and Accelerator) one thing I noticed is that every character has their own little things for them like some having their own "meters", if they're going to differentiate them like that, then stats fall under it as well.

It's really simple game logic though, fast and nimble characters tend to do less damage than someone who is slower

Speaking of Awaki you said her basics are ranged? She's going to completely suck anon. She's a gimmic character and I can tell you from experience Than characters with ranged basics are meme status and only people who don't understand the game lose against them.
