Fully cooking a steak is a good way to ruin a steak.
Burgers are weird because the meat is ground up. The reason why you can leave a steak rare on the inside is a long as you sear the outside, the bacteria can't penetrate all the way through the meat and it will be safe to eat.
My problem with super rare burgers is that grinding up the meat is exposing other parts of the meat to the surface bacteria, so I worry about leaving them super rare on the inside. Medium at implies that the heat at least permeated through the burger.

No, a burger is best prepared to medium since it's ground beef and the bacteria is more spread. Medium insures you not only kill everything, but gives it a more firm bite on the outside and still a bit of juice on the inside.
It's a steak where you make it rare since the juices in a steak get trapped on the inside and there's very low bacterial penetration.
