There was no period of time it was the case for KyoAni. Zero. Null. Nada anime in the works right now.

They usually work on multiple projects at time, taking pause between seasons - but overall working on up to 3-4, immidiate near release, later scheduled release, movie, long term production preparation etc.

Currently they are doing nothing. The only expected anime is VEG, but so far its not even officially announced - all PVs were made for novel and no knews and announcemenet were made regarding anime.

Currently they do nothing but do marketing to seel Free!, Hibike and Koe no Katachi merchandize.

Bullshit. Anime industry doesnt work that way, you need to promote the work for it has chances to sell - KyoAni is no exception. They sometimes give very little details about production progress and anime at question, but announce them early - like Hyouka, or do massive marketing 2 monthes prior to release. Either way - statements about anime going in production appear pretty much always when decision is made (especially as you can hardly hide it, with other companies being involved in production thus it always being public knowledge)

Most times when the announcement comes out, production is well underway. There are exceptions but in general that seems to be how KyoAni likes to do things. This way when the announcement comes out they have sufficient material for marketing. By the time the show airs, production has finished or is in the final stages.
