Sacrifices were made in many places to ensure the budget could stretch far enough.

Not actually a joke, the consistency in her design was bad enough that the biggest slew of changes in the BD was correcting her general profile in many frames to normalize her shape to match Synchronize mode where the majority of the initial work had been made for the sake of action sequences. Even then some frames probably got left alone to save that budget.
