You misunderstood chapter 4's message. Gundam never made an excuse. He challenged everyone to a fight. "Do you want to fight like a man? Or die like a dog?"

He didn't think one second that his friends wouldn't be able to beat him. Each game's theme for chapter 4 is "death through love": sacrifice. He played the game like all the other culprits have done in the past, but he was different at the core. He went into the Final Dead Room not out of selfishness, but wishing to put an end to the situation his friends were forced into. He was wholly ready to die like Nagito did when he played Russian Roulette.

Chapter 4's chapter for each danganronpa game is meant to teach "faith."
To have faith in all your friends. To believe in them. Like how Asahina was taught to believe in her friends, the player, Hinata, was also taught to believe in Gundam.
