I was implying that the original plan really was after three months. But Mama lied to the kids saying he's being shipped now but hid Norman in the locked room at the gate just to fuck up with their plan.

They needed all three for the Tifari since they're special cases. It's not unreasonable to think they'd keep Ray had he been shipped out too until it was Emma's turn so all three would be served at once.
But still, why ask for Norman before his shipping date? He was supposed to go after Ray and they didn't know the kids were going to escape, right? So they could've just kept Ray instead. It's confusing.
