Honestly start with Kaiji, Part 3 of the manga has a crash course of the most basic rules of Mahjong which will get you started. Obviously don't start Kaiji from Part 3 though.
Kaiji anime is a perfect adaptation of Parts 1 and 2 of the manga so you can watch the anime and go into the 3rd part of the manga directly.

I watched Akagi before knowing anything about mahjong because I liked Kaiji and I hoped they'd be similar. It didn't impair my enjoyment as they explain the basics to you in the show and even if you still don't get it, the reactions and tone is enough to make you understand the importance of what is being shown even if you don't get the nuances.
Akagi is one of my favourite anime because I understand more about mahjong each time I rewatch it and can better appreciate what is going on as a result.

The dynamics of the relationship are different yes, but were the reasons really that different in the end?
The cast of Ten kept putting Akagi in a pedestal as a godlike being that has everything in life figured out. They remarked him as the best there ever was and that no one will surpass him. Similarly, Suzuki and the other suits view Washizu with the same reverence. And it's even more explicit with his own spinoffs.
Did the latest chapter ever show Washizu's own last thoughts though? In a lot of regards, Washizu and Akagi were both very selfish madmen, but that's precisely what drew people to them. However towards the end of his life, we ended up seeing a more human side to Akagi. We even see Akagi valuing friendship and family. You know damn well that he seriously considered taking up Ten's offer to be part of his family and be the wacky senile old grandpa, even for just a few seconds.
It makes you wonder if Washizu experienced similar things, where we saw a weaker and more human side to him. Or if he kept thinking as a "King" even towards the end. Where everyone is just a servant to him, albeit very loyal and willing ones.

The beauty of the Washizu arc is that it is all about the journey.
Everyone knew that it would end with Akagi's victory.
But the thing that Fukumoto is great at is conveying a feeling of suspense, even if you know how it ends.
With a manga like Berserk, you're not exactly sure how the story will actually end. The payoff comes at the end, so something like the boat is like spending a year at a tourist trap on your way to the best fucking party in Las Vegas. You don't know what the end of the trip is going to be like, you just know that it's going to be fucking glorious.
Meanwhile the Washizu arc is like taking the scenic route to your grandmother's house. You know exactly what awaits you at the end, but the real fun is the trip up there. Because you know it's going to be boring in comparison, but you have to do it.

Akagi is fundamentally apathetic and cynical, Washizu is straight up evil and greedy, Akagi has a somewhat sadistic streak but he's not "actively" evil as Washizu is, any damage dealt to a person is almost always collateral and unimportant for Akagi, Washizu actively wants to hurt and humiliate people for the sake of it, Washizu takes pleasure in destroying an opponent and establishing his superiority, Akagi takes pleasure in betting against the odds and competing against capable players, while both play because they like the game and gambling Washizu has a more personal and egotistic approach compared to Akagi.
Even in his own manga Washizu is shown to be far more involved in the game on a personal level, he sees the game as a mean to impose himself on others first and as a personal pleasure second, Akagi has a far more detached and philosophical approach to the point that you might say Akagi plays with the game instead of playing against someone.
I'd even argue Washizu is the more human character of the two, Akagi doesn't even have the range of emotions Washizu displays during their games, Akagi has always been depicted as being beyond human relationships and emotions, Washizu's the total opposite.
Washizu is more or less an evil and lucky version of Kaiji really, it's a what if scenario if someone as money obsessed like Kaiji actually had the luck and ruthless determination to go to the bitter end in gambling.
