Editors and Kubo's own style. Kubo doesn't truly plan a story he plan semi-related set-pieces and then fills in the gap. Keep in mind this can work but you'd either have to go pure spectacle or be really story teller to just wing it.

Kubo is not the type of author that can handle weekly releases, even with his art style. That was the biggest issue with Bleach. When Kubo had a great idea the chapters/arcs were 10/10. When he felt rushed, quality ranged between 3-6/10. It's the same thing with Togashi except JUMP literally sucks his dick and lets him do whatever he wants.

You had the Renji/Rukia backstory, Ichigo throwing Rukia to Renji after saving her telling him that it was "his job to protect her" then you had Orihime's growing feelings towards Ichigo constantly brought up through Ishida and we got that IH moment with Orihime thanking Ichigo for staying alive after the Byakuya battle. It was so obvious to tell where Kubo was heading in regards to pairings. Hell, we even got a scene where a bunch of guys are going gaga over Orihime and then one asks if she's single then Kubo cuts to a panel of her and Ichigo and then one of the guys goes "nah".

Holy shit, the popularity literally has nothing to do with IR especially since those two barely interact during that arc; shippers are insane. The popularity of the SS arc has a lot to do with the fights and the introduction of the Shinigami, who topped the popularity polls back in the day and still to this day remain the most group of characters from the series; no one gives a shit about the Fullbringers/Quincies while Ulquiorra and Grimmjow were the only Arrancars that took off in terms of popularity.
