I don't know about this, but I can tell you know what I do know: this is the idiot who was originally in charge of writing *Ajin*.
Anybody else remember the insane contrarianism that came about when he left Ajin? When everyone started to say that the artist, who was now also writing the manga, had no idea what he was doing and was ruining the manga, and that he took the job away from a reeeel writer who would know what to do with a story? It's interesting how quickly that tapered off and died after I started telling people that this idiot left Ajin to work on *this*.
Ending my rant - I couldn't follow this manga after the sniper deflected a bullet off of a fire sprinkler and something about a railgun blowing up a building; it was too hard to consciously justify reading it on its regular basis. It's astounding that the OP of a current chapter is still theorizing about something which was initially theorized over a year ago. From that, can I conclude that Tenkuu Shinpan's plot has gone nowhere and nothing has happened; or, has it gotten significantly better?

It just keeps going in directions that don't really fit with this type of story. The goal from the start was

But now then they start looking for Smiley Masks, taking control of the masked folks, or protecting girls who are tied to giant rail guns. I'm not saying that a story can't escalate like that, I just feel like it's a detriment here.

He called her Yuri. Why would he do that? He also, when meeting the blonde, apparently accidentally referred to her as his sister. There's a bunch of weird flags. The feather mask immediately recognizing that Rika's mannerisms are similar to sniper's.
