Puck was ok at the beginning as a contrast to the rest of the dark, apathetic and edgy world and plays the role of giving us reason to side with Guts to win.

i dont mind. considering he was on a boat for 10 years, and the boat is only a fragment of the story, the period of time with all the chibi stuff is recent. This may be copout but I see the addition of his new crew as a natural evolution of his character. He didnt go around collecting these people, they decided to tag along, and he accidently created his own little band of the hawks. And instead of all of them Moping around in a grim dark hellscape, Guts finally finds himself caring for people again, his new family. also im not sure what else we should have expected going to Puck's island... depressed fairies for "balance"?
