Al Qaeda is way too hard to 'create' in order to be included in Grand Order. No, he exist in SF and that's already enough for this game. There is tons of heroes who can't be summoned normally but they still summoned in chaldea for you anyway. You can think about Jeanne Alter who didn't exist, or Cu Alter who also didn't exist - but they are still there. Not to mention about the others like Edilion, which normally should be summoned like a normal human and many others weird things in FGO.
You don't understand that this game is a big crossover of this series, there is nothing impossible. The only question is how long this game could run.

And why Kojiro who was a wraith of a farmer and a fake Servant that Medea used to play a role of her Assassin became "Kojiro Sasaki" and a true heroic Spirit. It's all explained in FGO. They were almost evenly matched and this was Heracles without Godhand or any skill. Plus, Beatrice had used Heracles for a while before Thor and knew his ins and outs. Even after taking that huge hit from Mjolnir, Ilya is shocked at how totally fine and barely scraped she is. Yes, she knew she couldn't win in 10 minutes like she needed to without Herc's skill, but the fact that Heracles did so well against a full Divine Spirit and without any skill or Godhand and the enemy knowing everything about him is actually wank in his favor. If he had his immense skill, they wouldn't have had nearly equal exchanges. Heracles would have stomped Thor, badly.

The main reason why Ilya can't coast on Heracles or use Godhand is because she has only a ten minute time limit on Berserker card due to the risk of Mad Enhancement destroying her sanity. So she has to beat Thor before those ten minutes are up, hence she chooses a spirit that isn't nearly as badly nerfed as Heracles is as Berserker.
