Voices are pretty low on the totem pole, I can understand watching for a composer, all I get the idea, but I can't really apply that to voices really.

I've only heard like 4-5 voices that are actually distinct and memorable in anime. Make that 6 actually, since with Alice to Zoukuro, I noticed how much Yukari from Yuyushiki left an impression on me.
Maybe it's different if you know Japanese.

They are easier to identify in general. Most of the moderately popular ones ran a radio show at some point which serves as a platform to promote themselves, answer fanmail and get to know them better in general.
And then you have people with very distinctive voices like a Koyasu, Midorikawa or Hiyama that are easy to spot from show to show.

Nowadays you online communities that try to identify and credit what animator did what scene and so on, and some of those animators have twitter but that's a recent thing. It's a task that's easier to achieve nowadays.


Then you have things like the halo effect in which people will start looking at an actor/actress on a better light just by virtue of associating them with a character they like. That's just the way the human brain works.
There are a multitude of factors as to why it's a thing.
