It is strange no matter how you attempt to rationalize it. It is by far one of the more forced angles he has poorly developed as an author. It would be an entirely different story had he let her join on his anti-Aogiri adventures and was actually fucking useful in the first half of :re and got closer to him as Haise (if not outright helping trigger his memories.) We got none of that. As it stands, it lacks any substance and only exists "because the author wills it" rather than plot coherence.
