I don't personally mind it. Russians do tend to have lighter hair, too. I live in a slav southern European country and pretty much every blonde person you see is a russian or an ukrainian.

Perhaps the envoys the Japanese had experience with also had lighter hair colours - not just blonde, but white/grey, as well. If your country is full of dark-haired people, blonde people do tend to stick out - and that was very likely the case for Japan.

I always kind of figured that Russia is the closest non-asian (or at least not eastern asian type) country to Japan so there is a lot of natural overlap. Lots of russians from the eastern borders traveling to Japan, lots of exchange students, lots of weeaboos in russia. Our political relationships have been on the raise too in the last couple of years.

As for the Russians, I really have no idea apart from assumptions. It might be because Russia is the geographically closest "white" nation, one that doesn't despise Japan like neighboring China, Korea, and the Philippines; it could be they're currying favor in hopes of regaining the Kuriles back at some point without having to resort to violence; it could be in gratitude that the USSR didn't invade Japan at the dusk of WW2 when Japan was on the ropes. It's a bit of a mystery.

finland is a great country

Japanese obsession over Germany predates WW2.

When Japan started to modernize they hired Germans to advise them on military matters. They also sent a lot of officers in the army to Germany to learn from the Germans directly.

Both were Monarchies with high degrees of militarization so they got along well. Nobility in Japan was similar to Prussian junkers, many of them joined the military and became officers.
