They made too much stuff that wouldn't sell, and then around 2005/6 they saw the writing on the wall and started pumping out lots of shitty commissioned works really fast to try and stay afloat, but it didn't work, so they went bankrupt and got bought out and now they make like one show every year or two.

In japan's actual economy they have to do both: Basic series that make maney and then use some of the money (if possible) to do original stuff, in a perfect world, this original work would have high artistic values.

This is hard because there are a shitton of mediocre studios hunting for basic stuff, in hopes of get profitable, In the end we got season after season a barrage of shit level forgetable projects with one or 2 series that people will remember some years after
