Kansai arc wasn't brief, it took three whole episodes. The second half had to expand the scale from highschool skirmishes to a global alien invasion and it was done very poorly.
We get a long-ass "tournament" arc at the end of the first cours to set up Ryuko as an accomplished heroine and "get rid" of the four devas. But she gets rekt anyway and the other guys stick around so who cares in the end. Then Ryuko comes back as an accomplished heroine and... oh she gets mind controlled in a completely pointless episode.
Anyone with a brain knows it will end up as Ryuko and Senketsu against Ragyo but the set up is horrible: no one cares about Satsuki's plan because we know it won't work anyway, and Nudist Beach is just... there.

Did you pay absolutely no attention? The first cour wasn't meant to set up Ryuko as an accomplished heroine. It was meant to show how her close minded anti-establishment attitude and lack of foresight let her be completely manipulated by Satsuki in every step of the way, only increasing Honnouji's power.

Then you misunderstand again. Getting over her thirst of revenge didn't resolve the major flaw of her character, her egoism and lack of responsability that only lets her take action because of immediate desires. Satsuki manipulated her into following her to Osaka, Satsuki manipulated her into coming back to the school, and then Ragyo manipulates her into getting captured.
I suggest you to watch the series again, paying attention to all the times Satsuki criticizes Ryuko for her lack of ambition and all the times Ryuko says that she doesn't care about justice or saving the world, flaws that she overcomes, becoming an accomplished heroine, only after being saved and making peace with Satsuki, when the two make up for the thing the other lacks: Satsuki gives Ryuko purpose and structure, Ryuko gives Satsuki ethics.

Satsuki wasn't "right" but she had the right goal. As opposed to Ryuko that was ethically in the right but had none.
Both Satsuki's authoritarian mindset and Ryuko's mindless rebellion were flawed and the two needed each others to be complete and accomplish something. That's the moral of the story. And not even a difficult one to get, it's all spelled out for you in the Naked Blade at sunset scene.

The main influences of the show were Nagai's ecchi manga and Dezaki's classic series, not that hot blooded, but that's beside the point. You purposely ignore Ryuko's excessive hot bloodiness making her lose control in episode 12, and Satsuki EXPLICITLY telling her how easy it was to manipulate her at the end of the same episode.

But these are only superficial characters attribute. Like, Satsuki is authoritarian because she gave a half-assed quote at the beginning of the series and because she has a broom up the ass for the rest of it. Ryuko is "anti-establishment" because she acts like a furyo. There's no substance at all.

Ryuko is one who follows her emotions above everything, so obviously there isn't as much thought put on it on her part, just a contempt for everything that limits her freedom and look down on her. But that's the point. And again the mindset was caused by her strained relationship with the authority figure of her father.
Seems like you want to move the goalpost but you should just watch the series again paying attention and without assuming it's just TTGL 2 or something, with the same themes and character arcs.
