I actually can't tell if they're zombies or not, seems like it could go either way. The infection would have had to be snuck in though, since they're on a boat after all. Seems more likely that they're all dead though.
I doubt its randall corporation, they have jet pilots? To raid the carrier for small arms seems useless, might as well go raid the jsdf army bases.Maybe they are cooperating with the US then.
If you want to escape the zombies, then having a carrier at your disposal gives you ~40 years of mobility and electricity far away from land. It also gives you a way of getting to one of the smaller Japanese islets with fewer inhabitants.
