Is there anything else on par with either of these?

I wasn't a fan of the GitS movie because I felt like it was trying to cram too much in 80 minutes. Does SAC live up to the hype or should I just cut out the middleman and read the manga?

Anime has the merit to be 26 episode long per season and emphasise more on presenting a world and society with full cyborg so it took more time to present stuff.
However every tech, hack, cybernetic stuff is everyday life for the people in the show so it could be weird for you to be introduced a new thing and having every character react to it as a regular Monday morning.

If you want an actual answer, Monster, Rainbow, and Berserk anime I'd consider near perfect.
