Both ymir and reiner are from that meagan or whatever country and can read letters and all. But they weren't supposed to if they were indeed people from inside and both of them don't know that the other one is from the outside as well so they pretend aroybdeach other.
Ymir made a mistake when she read the label out loud but didn't expect reiner to read it anyways so she gave tye food to him but he read it and confirmed the word and pretended being unable to so he could see her reaction.
In the end of the scene both of them pretty much understood that both of them were from the outside.
