In the DB manga, it was enstablished that fusing while transformed is a bad idea because it makes you unable to depower and thus shortens the fusion's life
When both Zamasus fused, the one in Goku's body was SS Rose. So basically the body can't sustain the fusion but is at the same time ''immortal'' which results in Merged Zamasu's body decomposing.
They could have explained it like this but nope, ah well. At least Toei got closer to that.

Merged Zamasu in the anime is like a JRPG final boss in terms of moveset and that kinda made him unique for the series and perfectly conveyed that this guy is a fucking GOD. At least before his body started mutating, but even then that was interesting to see and it kinda symbolized how Zamasu's sanity is deteriorating and he's becoming more and more delusional.

Both Toei and Toyotaro have no real idea of how to tell a decent story. We pretty much need a 3rd person who can actually tell a decent story to take control. Toriyama can't tell stories he's only there for world building, it's always been his editor setting him straight and then being written as the villain because Toriyama hates being told he's wrong and bad at telling stories. Toyotaro is only a fanfiction author and has no real experience doing the real deal. Toei only have a business minded approach and don't know how to actually do things right and only go through a list of what to do because they think that works.

The manga's the only thing helping me keep it together, guys. The color of fur should change with the state. The visible pupil like SS3 (which has the brow that makes more sense for SS4 as is) and original SS4 (aside from SSG) strikes me as random. Oozaru has pure red eyes, but that might make it hard to tell where they're looking (didn't stop them with the LSS design) aside from coming off as evil.

The elf ears might make it look silly. Same to vampire-like teeth (or even the red eyes *which the eyeliner already sort of does for them*). Sideburns would probably not sit well either. Have to strike a balance when mixing the two (lots of ways to go wrong). Great apes standardize hair, but that's not so hot here (nor even their unchanged default hair, perhaps). Some between state as is already the case seems fine (I'd say Trunks would be the biggest problem with his odd hair color and type).

This presuming he can go right into this state (avoiding their destruction), they were made by Bulma with material able to change sizes, someone like Piccolo helped with the most metro of all beams or this is another case of magical fashion from transformation.

Anyway, pic related was one take I'd come across, but I'd say it needs re-tooling for sure. It doesn't make much sense to take away the chest fur (makes more sense to lose it elsewhere), but doing as was done with the original SS4 seems pleasing (breaks up the color concern you mentioned *just a bit*). This example is also not quite as bulky as SS4 (which helps *without needing to go as far as LSS did*).
