Okay first thing first her entire motive is basically lol I'm bored maybe despair is interesting. That's literally what she says is her motive so don't try to say that she's a complex character or anything.
Secondly even that is contradictory as she says she gets despair off watching people's unpredictable reactions to events but then she blows up a car and doesn't bother watching anyone's reaction then she just mindhacks the DR2 cast into despair slaves that are predictable and follow her command when her entire reason for choosing despair is because it's unpredictable.

Yes she is a plot device her entire existence was made so that she could reveal the twist in DR1 after she finished her role the writers killed her. Same as with DR2 she appeared at the end the writers had her reveal the twist then she died again.
She's basically a plot device for when Kodaka wants to end the game and have a confrontation at the end but doesn't know how to do so in a believable way so he has Junko come out and get btfo so that she dies again.

Tengan put Chisa into a Neo World Program type of thing and set up a body double with the ultimate makeup artist. Her students found Juzo bleeding to death, fixed him up and told him about Chisa who was with them. Juzo finds Kyosuke shortly after the Mitarai drama and tells him they should catch up with the class or they'll never see her again. It hurts to help his rival but he does it anyway for friendship. She's surprised when they appear to pick her up and tries to convince them she can't stay with them after what she's done. They refute with the long list of bad shit they've done and Kyosuke won't stop talking about how much he loves her. In a last attempt she outs Juzo and asks if he's really ok with going down without a fight, which causes both of them to to be too stunned to respond. When Chisa and Juzo attempt to awkwardly part ways with Kyosuke, he stops them and swears he's not letting either of them go ever again. They stutter some half-assed complaints before giving in and agree to try to fix their mistakes together. They're living together after the time skip and wearing matching rings, although in their right hands because Juzo is missing his left. Chisa is visibly pregnant and they discuss enrolling their kid into the new Hope's Peak, knowing he or she will be in good hands. The end.
