I thought Hanayama was almost-top tier though, not absolute top, so this development is pretty strange to me.

A practical answer depends on where you left off. Spoilering for... I dunno. Motobe battled Musashi and won (with absolutely crippling injuries), but didn't kill him. He waited until Musashi woke up (he had choked him out), and tried to argue that Musashi was the real winner. He tried to explain the idea of a "match" to Musashi, and why he (Motobe) won the 'match', but not the 'fight' - presumably, with the idea in mind that he would teach Musashi that you do not need to kill your enemies. Musashi rejected that answer, and left the arena. He wants to be famous, right? So he went on television, and imagine-chopped the TV host. Because of politics about this, police were dispatched to apprehend Musashi. He killed all of them that wouldn't run away. They continuously sent more and more soldiers with better and better equipment until Musashi literally defeated several hundred soldiers who had live-round rifles. Now, the politicians are trying to figure out what to do about him. Motobe can't save anyone *now*, because he's laid up in the hospital still, with basically every bone in his body broken.

I kinda thought they'd be getting Jack since he's almost-top tier as well, and seemingly a bit higher than Hanayama since he can tangle with Pickle feasibly well and actually seems to get stronger each time we see him.

Hanayama is strange to me because unlike Jack, he's not getting, or trying to get any stronger and is content at his position of power as of now.

They did try. Remember that the armored cars stopped like 100 meters away from him, and he just saniced to them in a second. It's basically sniping if they're trying to shoot at him with rifles from a distance.
